Just wondering, how you made out? I am going through this now I fudged my plan and said that the ceiling was 6'8" but didn't know the post had to be a certain height, and was off by 2". Don't know if I should keep lying or just confess and get the state to come in....
I have a neighbor that decided to forego the basement ceiling and instead painted (spray coated) the beams, sub-floor, pipes... It actually looks okay. Kind of rustic in fact.
Not sure if the town would measure for floor to lower or floor to highest point upon inspection. You'd be completely within code if they measure to the highest point and painted, it would look better than an entirely unfinished ceiling...

To the lowest point as that's where a ceiling would be.
I can't speak for dropped ceilings, sorry. For the unfinished ceiling mentioned a couple of posts back, it would be the lowest point -- the bottom of the floor joists, not the subfloor it supports. If I had to bet, I woukd wager that the finished height from the floor to the dropped ceiling is what the inspector would go by, not the unfinished height.
If you dont finish the ceiling then the basement isnt finished, thats how it was explained to me a long time ago. Maybe it has changed?
