is these street predominantly Caribbean?

No. For much of South LA, it's primarily African-American, with an increasing Latino population moving in from points east. You'll find pockets of Caribbeaners near Redondo/Pico (and, in general, throughout Mid-City) and Leimert Park/the Crenshaw area. They, along with West Africans, are usually mixed in wherever you have middle class African-Americans.

o because i was looking up belizean restaurants and saw many of them located at a certain part of s western ave. THANKS.

i have no idea where the various caribbean communities of LA reside, so take my words with a grain of salt.

but in doing a quick internet search of belizean restaurants just now, i noticed that cluster of belizean restaurants along s. western ave (just west of usc) which you'd referenced. it seems that most of these places are located in between jefferson and exposition boulevards, so it's reasonable to assume that there's some sort of belizean community in that immediate area. usually (but not always), ethnic business clusters form around where their customers live rather than the converse.

incidentally, the area in question is just east of leimert park/crenshaw, which KOTH already mentioned as neighborhoods with pockets of caribbeans. i'm not sure exactly sure of the neighborhood where that stretch of western is located - jefferson park? university expo park west? in any event, it seems that there are at least some belizeans/caribbeans living there, which may be the result of spillover from leimert park/crenshaw (just guessing).

now, that doesn't mean that that section of western ave is predominantly caribbean - they may just be one of several different groups in that area. as far as i know, there isn't a single overwhelmingly afro-caribbean neighborhood in the LA area like you have in the miami area, the nyc area, etc.

final thought:
one of the belizean restaurants i came across on yelp, tracey's belizean restaurant, sounds pretty amazing and seems to be the place for belizean cuisine in LA. i've only tried a couple of belizean restaurants (both in nyc) and wasn't really blown away or anything - i'm quite certain it was because of so-so preparation and ingredients rather than the cuisine itself - so this place in LA sounds really intriguing.
