Mt High is the closest major ski resort.

But Mt. Wilson/Mt Waterman will have snow after this week and is closest.

I would think the best route(but check first for mountain road closures) is 10 east to 110 north to 5 north to 2 north to 210 south, exit Angeles Crest Highway State Route 2. My best guess is with no traffic its a 45 minute to 1 hour drive.

Its fine. Theres like public areas up there. Sort of parks I guess.

Its snow. I dunno what you are expecting and not sure what your dog has to do with it.
