Like what exists in San Francisco? SF proper is 2nd only to OC for being antiblack amongst CA's major metro areas (although with some qualifications, unlike OC - being gay, hipster, or wealthy overrules skin color).

There is no way LA would grow that much in two years.

Either way, latest estimates put it just over 3.8 million by the CA Dept of Finance:

I sure hope it won't be the case for LA. Orange County and San Francisco both have Southern US cultures, with the OC being the extreme.

Is there some sort of official ranking for cities being "anti-black"? Or is this another one of those absurd "I heard/read it somewhere" statements you tend to make?

There could be police metrics such as hate crimes that could theoretically substantiate statements such as those. I didn't check but if someone did the research something could be stated.

Lived in SF until recently when I moved back to LA.
Those were my observations and many people echoed them.
IMO it's based on SF having lost its black middle class (even more than its lost its white middle class or its middle class in general). While LA has an even smaller middle class than SF it still has black middle class neighborhoods. San Francisco doesn't.
West of Encino's statement about a "Southern US culture in San Francisco" is utter nonsense with NO basis in reality.
