Somebody claimed there's not many as compared to other parts of the country because LA is so expansive. but I don't think that makes sense. One of the features that distinguishes LA is this jumbled configuration of locales within the metro area. Of those, many are both safe and walkable, just not contiguous. You can zoom and navigate a Walkscore map to get an idea, West Hollywood Apartments for Rent and West Hollywood Rentals - Walk Score

Los Angeles (area) has a collection of several walkable areas. It is indeed hard to travel to each end of Los Angeles without a car but that in no way means there are not walkable areas in Los Angeles

Doesn't look like anyone has mentioned El Segundo yet - it's a small, walkable community. Night life not a priority here, but you can venture down to manhattan beach or redondo if that's your thing.

That's a bit grittier - had a friend who lived in Old Torrance and it did not give her the warm and fuzzies.

I had thought El Segundo matched the criteria until I saw the 4-BR for $2500. In El Segundo, you're probably looking at renting a home and that would be more in the neighborhood of $3000 or so for a nice place. But it does hit the other OP requirements for the most part.
