How much does your water bill cost you? How big is your home?
I would assume high bill cost due to no rainfall for over 6 months during dry season...

You should call your water district and ask for the highest billing period prior to moving into your house. We're in the same predicament. We recently closed escrow on a 1750 sq. ft house that was in pre-forecelosure for two years, and I don't really know how to budget for utilities.

The city in which we live bundles water, electricity and trash and bills every two months, which makes budgeting tricky. I called the power department. The rep. gave me the most recent, highest usage period (May 2011), broke it down per diem and multiplied it by the current utility rate (i.e.: price per kilowatt hour for electricity). From there, I was able to get an idea of my next bill.

From what the neighbors told me, the prior owner was a HUGE power consumer. He ran the A/C 24/7 and the place was literally COVERED with vegetation, so I'm sure his water bill was very high. We are more conservative users of power, so I feel pretty comfortable in my projections. Hope that helps!

Our water/trash bill costs about $225 every two months. We have a lot of tropical plants (no lawn) which require a little more water.

We also own a rental home with fairly large lawn areas in front and back. Their water/trash bill is about the same.

Both homes are in the South Bay area of Los Angeles.
