the freeze-and-thaw cycle that occurs every winter/spring in cold weather climates wreaks havoc on the local roads. also, many local municipalities in the nyc area (even smaller ones outside of nyc proper) have major budget issues that make fixing local roads a challenge. often, they'll utilize a cheaper, quick fix bandaid patch method that will only hold up for a short period of time rather than employ a more effective long term solution that costs more. as a result, the local roads are pretty much always a mess, especially in and just outside of nyc.

in newer exurbs or affluent inner suburbs with a strong tax base, the roads tend to be smoother and better, although there are plenty of exceptions.

There are truck drivers that make a daily commute to Philly, which actually is not that far away. I have driven to Philly from NYC. The I-95 is horrible.
