LAPD Senior Lead Officer Deon Joseph, who has patrolled Skid Row for 18 years, told Downtown News, “A woman asleep in her tent, waking up to a strange man on top of her, is not unusual.” He said rape in the area he patrols has soared by 91%, and noted that many of the victims are mentally ill women who often won’t report a crime. “That makes them more attractive targets,” he said.

I hope Garcetti doesn't want to house these guys in those new housing units he wants to build at tax payer expense !

For all the hype of downtown LA if you look at the reality things are really not pretty!

I wonder if these rapists aren't being procesecuted because " they are homeless so what's the point "

City had a good thing going with downtown la , but they blew it by tolerating the bad guys

Soft on crime is never a good idea .

This is a guy telling us to " thank criminals for their service " so it's not surprising ..

I'm Mayor Garcetti and I want to give a shout out to my homeless constituents who are helping the community by just gettin' a little sumptin sumptin from the ladies and being patient as you have been awaiting the housing you are owed. You've waited too long so I can understand why you did what you did. That's why we are working on getting you a job too.

And the ACLU still believes these mentally deranged homeless people should not be institutionalized? Seriously?

Alright then, let's play this from the other angle -- how many people on skid row are NOT mentally deranged?
