If you look at the cities surrounding la , Santa Monica , Burbank , Culver City , etc they all have free /cheap public parking available .
This doesn't seem that common in city of la . Mostly private lots with very high prices which can make people avoid going somewhere .

LA should build more of these both in Downtown and Westwood.

No more long walks to the parking space, all spaces are handicapped accessible, no more parking fee evasion issues, and these actually may cost less to build and keep than traditional parking structures.

This concept is great for cities in the Northeast as well that way there would be no more snow covered cars.

Having a minimum parking per block design as well as requiring those staying longer than 30 days to have proof of parking would greatly decrease economic losses, congestion, and pollution caused by parking congestion which in term causes traffic congestion.
