If a homeless person is offered shelter space and refuses they can be arrested for sleeping/camping on the sidewalk. Look it up for yourself

But the homeowner paying a fortune in property taxes doesn't have the right to a human poop free sidewalk

This! There is plenty of land between Palmdale and Hesperia. The county should buy a huge area, and set up a bunch of different camps:

1 for short term homeless women or families
1 for short term homeless males with job training
1 for mentally ill with mental health services
1 for substance abusers with drug treatment programs
1 for illegal immigrants with referrals to ICE
1 for parolees, anarchists, and other general vagrants (relatively small population, but the majority of the non-mentally ill trouble makers).
