There's a lot of competition for everything here: jobs, housing, restaurants, entertainment, cars, schools, etc. There's a lot more people here in LA than South Florida because there are more opportunities to get revenue and make a living. You would probably get a better offer from a LA-based company than a Miami-based company because they don't pay income taxes in florida. Weather wise that would depend on you and your comfort level. I'm not sure what the other differences would be to be honest since I've never spent time in Miami.

Those rates aren't adjusted for cost of living. The COL is definitely higher in L.A.

The LA figure is actually incorrect a it does not factor in the higher cost of living in LA. Both cities are bad.

Over 30% of residents in CA are in the poverty category when COL is figured in.

I know plenty of people in LA making less than 100K and living just fine. If your not leasing a new car every three years, sending your kids to private schools, or living along the coast, there's plenty of affordable housing inland. Although if you're making less than 60K anywhere in LA, you're definitely struggling to make ends meet.
