Actually, if the entire highway is going 75 and you're going 65, your driving is dangerous for conditions and you actually CAN get a ticket for it. Even in California.

So, do you actually know how to read the English language? Where does it say that it only applies to two lane highways. Where does it say it does not apply to freeways?

I see your problem. You do not know how to read and interpret the law correctly. You only know how to read what you want it to say.
