As TacoSoup pointed out, it was based on when Crowe went 'undercover' (at Clairemont High School in San Diego).

This was a few years after Crowe would have been out of high school.

For the character of Mark, Crowe drew from real life Clairemont student Andy Rathbone.

Rathbone later became well known/famous for the ".....for Dummies" books about Microsoft Windows.

Rathbone was 33 in 1995, so he likely graduated from Clairemont in 1980.

Back in the 60's/early 70's if I drove through Watts/Compton it'd almost be a guarantee that I'd be shot at. Is it like that in 2019?

I watched the YouTube video (above) bc I never heard of the film and its pretty incredible to see Sean Penn playing a male bimbo. He is so funny too, "I can fix it." Penn is one of my favorite actors.

Correct. Crowe, at age 22, attended the school during the 1979/1980 school year. The term "embedded" would probably be a more accurate description of his presence there than "undercover", since most of the faculty and students, including Rathbone, knew what he was up to during that time.

Clues to the not-so-clueless observers included his older more mature appearance and demeanor, his ability to cut classes with impunity and his own conspicuous reporting practices such as visible note taking of student activities and his microphone-held tape recordings of their conversations.
