Hi everyone!

This forum has been very helpful to me numerous times and so I decided to join and finally ask a question myself. Please be patient cause there are multiple connected questions.
Some background first: my neighbor had is rooftop redone. Got his permit, got a contractor and got the job done. The job started 10/18/21 (Monday) with a orange/yellow truck putting down orange cones with a "temporary no parking 6.30 am to 4 pm" at 6 am on Monday itself.
It Sunday 10/24/2021 and the cones are still there and the job is done and finished.

Questions:

1. Is it ok for whoever dropped off the cones, to do so with only 30 mins notice? If not, who can I contact, and can I still complain now, or is it too late?

2. How do I check for the permit situation of these cones/signs? If I understood correctly the contractor is meant to request a permit for the "no parking" signs, how do I check if it was requested, and what was its validity? I found the rooftop permit but nothing connects to it regarding parking.

3. Is it ok for them to NOT give a start date, or exemption? So far I've always seen at least some specifications i.e. no parking 3 pm to 6 pm wednesday, no parking 8pm to 6 am except sundays etc. We get a lot of filming around and they block parking with all these signs. The blank one is unusual to me. Are they allowed?

4. In LA you are not supposed to do any construction work on Sundays. Unless permitted, but normally it's some big project and not just a roof being re-done. The roof was done by Friday. I wasn't able to see on the Department of Building and Safety if the permit was extended to Sundays. Is there a way to do so?

I can understand why dropping off the cones on short notice could happen (things change on short notice) and its probably too late in this case to complain now.

Why not get your answers directly from the horse's mouth? If the permit was issued by the Dept of Building and Safety call them! If you can't get anything from them, a call to the city's non-emergency police line might be an alternative. I'd also call the roofing contractor and inquire about the status of the roofing job and why the cones are still there. They may blow you off, but the call puts them on notice that someone is probably going to pursue it.

yes, I went ahead and called LA Dept Building and Safety, they don't disperse Temp No Parking Permits, they referred me to another number (left two voicemails and sent 2 emails). Called 311 and LADOT - nobody seems to know who gives the permits, how to check on them, how to escalate. I was thinking bout the roofing contractor as well, so I'll do it today. I ended up also sending an email requesting specific ordinances for these cases to the DA and our SLO. I just don't like that this matter seems to be in such a grey unknown area. I checked other cities ordinances like Seattle, San Francisco, Portland, San Diego and they all seem pretty straightforward. So hopefully if I get a response I'll post it here
