Today, in DT Carlsbad, there are quite a few pedestrians. Like about 100,000 of 'em.

Largest "one day" collection of pedestrians in the USA, in fact.

Haha good call. That race is absolutely on my bucket list. And I look forward to quite possibly driving up Strand Oceanside on my way up to LA this summer. To answer OPs question, and maybe this is speaking out of turn, as a non-local, but I would venture that the most consistently vibrant, frenetic, publicly accessible area in LA, and maybe in the entire western US at least at peak times, would be the combined areas of Santa Monica Pier and 3rd Street Promenade. That might not be quite traditionally urbane in the way that NYC is, but having experienced some portions of core LA touristy sites in the past, that would be my pick for that, particularly on weekends.

KOREATOWN, LOS ANGELES.

It's the most densely populated area in L.A. It's by far the most walkable area IMHO. You can literally live in Koreatown without a car. The Metro Purple Line runs underneath Wilshire and you there are Korean cab companies that take you within K-town for like a flat $5 fee (pre-covid, prices probably went up).

Drive down Wilshire, Vermont, Olympic, 3rd, 6th st. etc. in Koreatown and I promise you will get the "urban vibe" you're looking for. Some areas are really safe and clean, other parts not so much.
