I am thinking here of LA County (but nothing beyond). Everyone has their definition of "best" but I am thinking here of artistic merit over album sales.

The following is my Top 20 list (in no particular order):

X
Los Lobos
Beach Boys
Ritchie Valens
Black Flag
The Minutemen
The Germs
Beck
The Byrds
Arthur Lee/Love
The Flying Burrito Brothers
Captain Beefheart
Dream Syndicate
Tom Waits
The Doors
Green on Red
The Flesheaters
Van Halen
Frank Zappa & the Mothers of Invention

suicidal tendencies
bad religion
pennywise
fear

a lot of big punk bands came out of LA. you also have to be careful about how you define 'from LA'. a lot of the bands mentioned came together in LA, but the members are from all over the country or the world (ie van halen).

No Doubt is from Anaheim, not LA County. Sorry if it seems like I'm splitting hairs.

I'd add:

Audioslave
Cypress Hill
Dramarama
L7
the Go-Gos
Oingo Boingo
Social Distortion
The Vandals (the lead singer currently lives in Culver City)
Linkin Park
Missing Persons
Los Lobos
Metallica
Jane's Addiction
The Motels
Redd Kross
Black Flag (Henry Rollins)

I'd add:

Metallica
While we're splitting hairs here - Metallica technically did form in Los Angeles in 1981, but they relocated to San Francisco in 1983. Since they really have spent most of their career living and working in San Francisco, I'd consider Metallica more a San Francisco band than an LA band.

Megadeth and Slayer, on the other hand, are definite LA bands, and I'm surprised nobody has mentioned them yet. I'd also add Tool to the list.
