It depends what you consider a "small" town and what you mean by "L.A." Do you mean L.A. city proper, or L.A. county, or L.A. metro which includes parts of Orange & Ventura counties? I would say your best bet is to find a smaller city that has no room to grow, not a small outlier town that is growing by leaps and bounds. Examples of this in the area are Brea, in north Orange County at 35,000. It is bordered by two county lines and a state park so it can't expand outward. Or in L.A. county Manhattan Beach at about 34,000 has slow growth/exclusivity approach which of course makes it quite expensive, but it has been the same size for decades. I moved from a small town of 5,000 people, where I lived for 16 years, to L.A. ten years ago. It's urban and crowded, but it has tons of nature, mountains, beaches, parks, and neighborhoods too. It's all what you make it. I'd suggest finding somewhere close to your work, however, because if you don't what you'll really be hating is the traffic!
