This kinda looks like it's to be part of the Exchange Project that is suppose to expand over two blocks consisting of Popular, Plum, 1st, and 2nd Streets. If you ask me, because the Exchange Project is suppose to build a parking garage behind the Government Center formally City Hall.

I kinda had a feeling it was and then I saw the article posted today on the Macon Telegraph site confirming it.
