We are a young family (toddler son) and are considering living near a big university (i.e. U of Delaware in Newark) or UPenn for my PhD wife while I am considering a job to work in Elkton, MD. I'd prefer the suburban life rather than the rural life but would like some suggestions on which place would be best for raising a family (we are both ok with the commute). Consideration highest for safe place with good schools and things to do but also lower cost of living and advantageous tax positions.

How do you get to Union Hospital from Philadelphia, PA by Amtrak train?

Assuming you mean Union Hospital in Elkton, the closest Amtrak station is Newark, DE. Then you would have to take a taxi to the hospital.

Or you could take the SEPTA commuter train to Newark and then Cecil Transit to the hospital.

OP, you mentioned wanting a suburban life. You will not find that in close proximity to UPenn, because Penn is located near the very heart of big-city Philadelphia. The University of Delaware in Newark is located in a suburban area, so it would be much easier for you to live near there. And it's basically next door to Elkton, too.

By the way, DO NOT consider Chester as a place to live. It's a bad place.
