There is a "residence preference" for some jobs, explained here on the City jobs site: Department of Human Resources > Employment Opportunities > Residence Preference

If you wanted to live in a close-in suburb, I'd suggest Catonsville or Towson. If you are willing to be further out, I'd suggest Owings Mills or Columbia. There is decent commuter bus connections from Columbia, and the metro rail line from Owings Mills.

Nothing is absolutely free from crime, but the above are reasonably safe.

Oh yeah, commuting is easy in Eastern Maryland suburbs to Baltimore City. Just a tip of advice... as a Baltimore City resident myself (and former Brooklyn NYC resident)........ DO NOT live in the city. The riots may not have been portrayed correctly by the media, but the poverty, crime, and poor education is depicted correctly in the HBO show The Wire. I feel like I'm living in a third world country

Sounds like you need to move to a better neighborhood of Baltimore. Some chunks of the city are atrocious, but other chunks range from perfectly mediocre to very nice.

I would have to say a lot people commute into work into the city. The public transportation is not the greatest in this town so I would definitely have a car or you are not going very far in this city. There are areas with low crime and good shopping but of course they also tend to be some of the pricier areas to live in just like any other city.
