I'm trying to help my CL labor gig guy.

He was living in FLORIDA with a FL license when he had a DWI issue.
The points and whatever else are long gone and done.
But he still "owes Florida a few hundred" for something (maybe a fine?).

He's from Maryland and would like to get his MD drivers license back
and likely move back there from here in NC.

The Q... does anyone know what MD MVA will look for under the 'reciprocity' program?

Yeah, I rather assumed this to be the case.

My question is about what MD MVA actually checks for in the course of doing the new license.
And by extension, whether that old obligation would show up and hinder the process for him.

Having to pay FL first would be extremely impractical.

Why? He was drinking and driving he should freakin pay it

and yah it might. ask the mva. I’m sick of stupid ppl drinking and driving here in MD. kills families

Only way to find out is to go to the MVA , tell the lady what you want, she'll give you a piece of paper with a number on it. Sit down and wait for them to call your number. Then when they call your number another lady behind a computer will look it up and tell you what you need to know.

There is no way to know for sure based on the info you have provided.


Is your friend's license valid in FL? If so, what's the consequence not paying the fine?


Maybe this fine is court related as part of his DUI disposition. If that's the case then fail to pay might not affect him getting a license in another state since the court is an independent tribunal.


If it's a FL DMV fine, then it very well could. See below:

§ 16-206. Authority of Administration to suspend, revoke, or refuse license



(1) The Administration may suspend, revoke, or refuse to issue or renew the license of any resident or the privilege to drive of any nonresident on a showing by its records or other sufficient evidence that the applicant or licensee:

(v) Has committed an offense in another state that, if committed in this State, would be grounds for suspension or revocation;

Not paying your MVA fines in relation to your driver's license here in MD is grounds for suspension, thus they can refuse to issue a license (keyword "CAN", there is nothing stating specifically what the MVA considers grounds for license refusal).


Also research 12-401 through 12-414 of the Maryland Transportation Article regarding reciprocity. It's too much for me to post without knowing your friend's reason for the fine and who exactly issued it.


He can keep using his FL license here in MD without switching over as long as he still has an active mailing address down there. If for some reason he needs local government identification for his job here, he can always go to the MVA and get an ID card.
