I'm not sure where you get your numbers or solutions. But I will thank you because your post piqued my interest in what is actually in the Massachusetts budget. It gave me something to read before bed last night:

Nice state but a couple million too many people. There's a higher population wedged in this tiny slice of earth than most Nordic countries. Can't complain in the accidental wilderness out here by the Quabbin though.

Yes, we spend that much on Medicaid. However, we don't spend as much on Education for local school systems. Excluding the town raised monies it is considerably less. The portion of the town levies DOES NOT bring it up to 10 Billion spent on local systems AFAIK.

They only send about 5B to the school systems. Another 1B goes in general money to the towns.
