Legislation? Geez, what is it these days, that any time there's a problem, or anything anyone thinks is a problem, that someone thinks it will all be solved if the government steps in and regulates? I can't figure out what legislation there could be that would help here. What are they going to do, have legislation making it a crime for Hispanic teenagers to have sex? This opinion by "experts" that "legislation is needed" sounds about as knee-jerk as you can get. Got a problem? Get some legislation. Problem solved.

That means two-thirds of Hispanic youth have HAD a conversation with their parents about sex. Maybe their Catholicism is getting in the way of these teens not having access to birth control. At that age, they need more than condoms to not get pregnant. So maybe legislation is needed so that MA teens can get birth control without the permission of their parents?
