I just moved in a new home and National Grid sent me a bill for Jan 31~ Feb 4, because their billing cycle started on Feb 4 and I started my service on Jan 31.
It says I used 682kWh in just 4 days, and need to pay $197! This is insane and outrageous. With this rate, my electric bill would be $1500 per month. I did not even move in during those days, and the house is heated by gas.

I noticed the "previous reading" is "estimated" on the bill, while the "current reading" is "actual".
Are they going to change the "estimated" reading at some point? Jan 31 is the day right after the blizzard, and I suppose they didn't read the meter.

However, if they adjust the estimated reading, that would mean the previous owner had used so much electricity (even half of that is way too much). I really don't see how it is possible, because they also moved out before that.

Did you read your own meter before you moved in?
Where is your outside electrical outlet located?
Just in case look into replacing it with the one that locks.

It could be the previous owners or someone charged their car from the outside?

Meantime, try to record your daily usage for a bit - so you can get to the bottom of it.
Familiarize yourself with the energy hogs in the house: an old fridge, pumps? Forgotten room with electrical resistance heat?bathroom underfloor electrical heat?

Let the NG come and check their meter if it is faulty?
