Are you referring to Tution Break under New England Board of Higher Eduction, if yes then it is not same as In-State. For example In-State for UMass is $15,791 while Out of State is $36,316 and reciprocal is $29,379 which is saving of only $6,937. Let me know if I am wrong....Please find below the link that I referred:

Hopkinton is too far for a daily commute to Providence. Sharon has good schools but maybe not the affordable apartments you are looking for. I'd keep looking in Mansfield.

We lived here when our house was being rebuilt after fire. 2 bedroom 2 bathrooms, washer & dryer included.

We really enjoyed this place. I even got addicted to exercising as they have a nice gym. Pool is also nice dining summers. The only con was we lived on the third floor and there was no elevator. Not very convenient for shopping.

Providence to the south shore alone is about 50 miles.

Keep in mind the fall River and new Bedford rail to Boston starts in 18 months. That's going to have a huge impact in prices south of Boston.

For rural maybe Plympton or freetown
Urban Taunton and Brockton
Suburb how about middleboro

Sharon or Mansfield would be great choices, but apartments are very hard to find in those two towns.
Plainville is a good option. It shares the high school with wrentham and norfolk, which are arguable more expensive towns to live in, but also has apartments
