Second world country? get real.. I think the only countries close to the second world label in the whole region are uruguay and chile, argentina was in the good path but afer 2001 corralito economy went downhill.
Chile, Argentina, Panama and Uruguay have higher gdp than Mexico.
Those are outdated terms in the past first world simply meant the U.S. and it's allies while second world was Soviet Union and its acquired countries. Today other terms are used such as very high development, high development (Mexico and a few Latin American countries are on this section) etc, or High income, middle income (Mexico belongs in this group) or low income.

I was on DF last week and walk on Paseo de la Reforma for about 2 hours and I don't see 99% indigenous people, maybe I was on the white part of the city
Paseo de la reforma is the financial district of mexico city, of course that you was in the white part of the city.
