Is the U.S. Passport Card accepted when traveling between Mexican airports? (license, design)

I am renewing my U.S. Passport soon, but instead of the passport book, I am thinking of getting the passport card. Its cheaper.
When I go to Guanajuato, I usually fly out of Tijuana, since flying out of LAX would be considered International & be more expensive.
Sometimes I also drive to Guanajuato & enter through Santa Teresa, NM (alternate to El Paso/Juarez). That is where I do get the passport stamped.
Since I don't use American airports, would it better to get the Passport Card? I heard its not allowed for flying, but is it only for American airports. How do they do the stamps in the cards?
The card might work for you, its designed for exactly what you mention a land crossing citizen mostly in response to the post 9/11 changes requiring passports. Hopefully though you won't have an emergency which requires a flight back to the US for expediency because the airlines are not supposed to accept those for international flights.

This infographic from AICM says foreigners must have a valid passport for flying on Mexican domestic flights. Mexican citizens can alternatively use a driver's license or a voter ID.
Personally, I think you would be taking a risk. As the Mexican official may not know the rule, one may accept the card and another will refuse. Then you are screwed. It doesn't seem worth it to save a little bit of money prorated over ten years.
Get a passport. It will be valid for 10 years (?) and all countries accept it.
