From San Diego into Tijuana some Ubers will do it...likely Mexican Ubers who operate in TJ but just so happen to be in SD. Not sure about Nogales AZ into Nogales Sonora as those towns are much smaller.

If I walk across the border, is it easy to find a uber ride shortly after I enter Tijuana/Nogales?

It.s unlikely any driver would carry insurance for both countries.

Last time In Tijuana, when riding in a taxi, I heard complaint after complaint about the competition from Uber in Tijuana. Yes, Uber is available to Tijuana, but why, as the fares for taxi's are cheap to begin with!
