Because there are very few Chinese in all of Florida. Much less Miami. 2% Asian includes all asian countries.

Exactly and it's demographics. Why doesn't Miami have a "china town"? Probably the same reason Seattle doesn't have a "Little Havana"!

In relation to NYC specifically, technically yes there are areas where Haitians clusters in Brooklyn at least. I think a lot of the Cubans are in Jersey City, which is't in NYC directly. But people tend to cluster a lot more in NYC and in Chicago than they do here in Miami. Not that this makes a place a true city or not though. Or should say, its not something that makes a certain city a compelling place to live over another.
