Did you read the article or the first paragraph? From the article

Quote:
Downtown Miami’s Bayside has lost a lot of mom-and-pop stores as a result of the downturn, replacing them with some national brands like Kipling, tenants said.
Quote:
At Bayside, a hotspot for cruise line tourists during the week and locals on the weekends, foot traffic has gone down significantly, said Debra Martins, who took a part-time job at Clarks at Bayside because her full-time job at the Gap in Aventura was not covering the bills.

Quote:
Bayside has been up for sale for several weeks. “I don’t see how the mom-and-pops could survive,” Martins said of the tenant turnover at Bayside. “Business has been shaky.”

Quote:
At the Guess store, Matt Meyers said GGP raised rates at Bayside’s parking garage and eliminated employee discounts on parking prior to its bankruptcy announcement. He has also noticed a drop in activity, especially from the cruise lines.
This last one is significant because remember earlier on in the article it said cruise line tourist accounted for a major chunck of the traffic. There are other articles out there that talk about the problems bayside is having. Miami Herald has a piece a month or two back I think

These all indicate that Bayside might not be as popular as it was in the past but it does not say that Bayside has completely lost all of its traffic. There are many dead shopping centers around the U.S. (example: Palm Beach Mall here in West Palm Beach where nearly all of the stores are out of business and the mall owner itself (Simon) was nearly late in paying its electric and water bills) where I could foresee them closing but Bayside is still a popular enough tourist spot where I can't see them bulldozing it anytime soon. The way I see it is that it's not a total ghost town yet, and businesses around the country in general have been hit pretty bad by the economy. If it still makes a good percentage of money and gets a solid amount of traffic it would not make sense for a new owner to just knock it down. I would say that they would just take it over and if they were to make any changes it would possibly have to do with managements and events (if that).
