Laws are written to give flexibility to the executive so they can deal with unanticipated events. Unfortunately, flexibility means it's easy to abuse. To fix this properly will take a new law that provides some reasonable mechanism to prevent abuse. But that will never be signed by Governor Whitmer, so it will have to wait for a governor who does not want to abuse the flexibility they have.
