I read somewhere (it may have been this forum, not sure) that there was a law passed that Veteran's benefits cannot be offset for any reason. Is this true?
The last I heard, VA benefits and DOD payments can no longer be "garnished" (not to say there aren't options for these private debts to be involuntarily paid from military pay) for private debts. VA benefits and DOD payments except disability compensation/payments can be attached for federal debts. Any VA benefit can be attached to repay debts owed to the VA. There are hardship, financial burden, and compromise options available.
