However a deployment offer is usually individual and not a unit call up and is for a specific job in a specific unit.
So my guess is that he has done well in his reserve duties and powers that be are asking if he is interested in taking the assignment before they put the paperwork in.

Thank you. So the offer was to him individually rather than an offer to reservists in his rate across many reserve depots to find someone willing to go and then picking of those? This is the part I was not understanding and he was unsure of. The other reservists in his command are all higher rank than he is (E5) and older (27), they are all suggesting he take it because it would be a good mark for his record.
Edit - He was offered Afghanistan last fall but could not take it because his clearance renewal was not complete. He has missed 2 advancement tests because of the clearance as well.
