While there are buses it certainly is not a great system as in some other larger cities that have light rail/subways as well as buses. Also the buses do not go out to all of the suburbs.

If you are going to college at UW-M or Marquette you can certainly get by without a car. But if you are thinking about NYC type of transportation, nope, not even close.

Taxi, Uber, Lyft, Bus, Bublr, Legs, Bike, Thumb, Rideshare, Amtrak, Megabus, Greyhound, Badger Bus, freight train. No you don't need a car, you just need a little effort.

There are relatively few parts of town where you can live without a car where not having one will not significantly downgrade your quality of life, but they do exist if your employer is accessible by public transit or walking. I did it for several years, relying mostly on bus, bike, Amtrak (if leaving town) and walking. I'd stick to downtown east of the river, the Third Ward and parts of the East Side personally if I had no car. The bus system is mediocre, not great but better than many and reliable/frequent enough for commuting on main routes.

Of course there's public transit, it's a larger city after all. In terms of NYC, if that's where you're living, then no, it's not on par. Bus system is ok, could be better. Waiting 15-30 minutes for a bus during peak travel/work time is not what I consider an excellent system but it's better than nothing. If you live downtown or close to downtown & don't plan on traveling outside of the city often, you really don't need a car at all.

I knew people living in Milwaukee for years without a car, getting around on a bus or by bicycle. But they were very limited with their Wisconsin experience in my opinion.
