The crime is the symptom of the lack of unskilled work options. Unskilled work has slowly been going out of the country. Yes, many inner city neighborhoods are losing people who can't find work.

While the near south side is holding up well thanks to the Latino community, the far south has grown substantially. The Latino areas are constantly trying out different commerce ideas. Even street venders in good weather. And lots of family use of the parks. Ball games and family BBQ events with rented tents even.
