Lower Payne: Italian

The French ARE and ethnic group in Quebec--the largest one.

I am not questioning that these groups (WASP Australians, French Canadians in Quebec) are ethnic because they are white, I am talking about their charter or founder group status in the society. "Ethnic group" sounds like an immigrant group that is expected to eventually (more or less) assimilate to the charter or founder group.
