A neighbor has a standing dead tree (4 stories tall) on his property and overhanging my building. What rights do I have to force him to remove the tree?

You don't have any rights to force him to do anything about the tree. Legally you can trim anything that overhangs your own property. You can check with your city and see what they suggest. It is REALLY expensive to remove trees and perhaps if you offer to pay half of the removal it will get done??

You have no rights to force him to do anything about it. You can let him know that if the tree falls and damages anything on your property you will hold him fully responsible and suggest he remove it before it falls and hurts someone. Give him a little time and then report it to the city and see if they have any safety regulations that apply to the situation.

Remember you will catch more flies with honey than you will vinegar, so be nice when you talk to him. Make him think you are doing him a favor with your warnings and he will be more likely to listen to you.
