When our kids were little they used to LOVE the park on Butler and Thompson (?) in West St. Paul. It was large enough that they could get a good workout but the equipment was sized for them. They had a lot of seating for parents to chat with each other while the kids played too. It's been a few years since our kids were that size though .

My son is older now, but I always thought that the Tot Lot by Lake Calhoun (by the 32nd Street Beach) was/is nice for little kids.

Wolfe park has 2 playgrounds. One for the smaller kids and another for older.

If you live close to Stillwater try Teddy Bear Park.

Its on 2nd and Nelson, just a block west of main street.

If I remember right you live in or near Edina so you may already be familiar with this one, but Edinborough Park has a baby/toddler area inside, separated by a fence from the main space. It's not big (and seems mostly to be for the younger siblings of the bigger kids running around in the main playground area), but it's perfect for those little kids who are just starting to walk. It's a decent option for the winter or rainy summer days when you can't go to the outdoor playgrounds. (it costs money, but I think the youngest kids might be free.) And also in Edina, Southdale's new indoor playspace is now open. It has a height limit and is geared towards little kids.
