Ding. The correct answer.

These buildings don't naturally grow from magical office-tower seeds, nor are they built by the government as decorative elements to enhance the skyline.
They're put there by commercial business interests who rent them out. If there is a need for more office square footage in MSP, then you will see more towers go up.

Looking at the vacancy rates, they have steadily decreased within the CBD, especially among Class A space. Right now, a building wouldn't surprise me as much as it would have a few months ago.

Chicago is in a different league than MPLS. Check St. Louis, Denver and Seattle.

Minneapolis City has a population of 380,000 people, Chicago City has a population of 2, 800,000, and a metro area of close to 10,000,000. The entire Minneapolis/Saint Paul metro area is a little larger than the City of Chicago, but not by a huge margin, and that's not counting the Chicago area, so I would say it would be safe to assume that's why Chicago fills up skyscrapers, don't you think????
