Well, you certainly are planning in advance. Yes, Uber to the event. Stay at the nicest hotel you can afford and don't waste time venturing to St. Paul.
You could stay near Mall of America but do not repeat do not take the light rail or any public transportation as there is an uptick in crime on the light rail.

When I'm with my kids, I take the light rail from Mall of America to the Stadium (usually vikings games). I haven been doing this for over decade and have never experienced anything remotely threatening. I do not know what is like for every day riders because I use it for events only. They have beefed up security for events so if you are worried about crime, it's probably the best time to ride (my observation w/o data to back that up).

I have also driven my car to the stadium. In my early years of going to the Vikings game, I ended up in traffic for 1.5 hours (If you drive to the vikings game, better to park at least a mile away, preferably farther, and walk). Uber could have a problem during pickup getting you in and out. Unless, you decided to hit a bar and wait for the traffic to dissipate, the Uber situation may leave you waiting to being picked up and stranded in traffic.

The bottom line is that I would take the light rail

Don't listen to the penny pinchers telling you to avoid downtown and stay "by the mall/airport"

It's August in Minnesota. The weather will be beautiful. If you're flying in to visit a world-class city, you must enjoy it. Not stay at the Budget Inn in Richfield to save $80.

First, tell me about your visit and who you are.

How long will you be here? what do you like to do? surely you're not coming here JUST for the concert. Not that is a problem, but you must maximize a visit, that's what I've learned.

I would imagine you have done at least 10 minutes of research on Minneapolis. what seems appealing to you? I need more info before I can give you ideas to have the best experience possible.

For what it's worth - I went to Cleveland for a concert and I posted a post like this and was glad I did.

What venue are you headed to, as this will guide the best answer. Are you staying the week, or just coming to go to the concert?

If just going to a concert, assuming the venue is near DT then I would stay in a hotel near the venue. DT hotels are often inexpensive on weekends, and you could potentially walk to the venue.

If you are staying longer, then where you stay depends on what you like to do. I don't think staying near MOA and utilizing the light rail is a bad idea at all. And do not listen to any of the fear mongering. Crime happens everywhere.....it may currently be up or down, I don't know. But in general the Twin Cities is safe, and I think you'll find the light rail to be very clean and presentable by most city standards.
