No but they pay their pilots crap so I'd be skeptical.

Most smaller airlines do. Majors, too, for the first few years.

My friend has flown a couple times, and my inlaws just did. Very scaled down service and they hit you big on the luggage fees. Very little recourse if you need to cancel or change dates. Other than that, they didn't mind it at all. My friend travels extremely light, and just takes a carry on. My inlaws did pay the baggage fee, but it was still cheaper for them.

Mesa-Gateway (the airport in Mesa, AZ which Allegiant flies into) is much easier to get around than Sky Harbor. I feel just wrong typing that, because at Gateway you just drive up and either shuffle off to the parking lot, or pull up to the curb and kick your passenger out. Sky Harbor is a tad more complicated. They are both easy to get to, although Sky Harbor is more centrally located. Parking is virtually free at Gateway, too (I just kicked my husband and son out on the curb at Sky Harbor this last time so I didn't have to spend $8 parking...)

I really haven't heard negatives about Allegiant--just prepare yourself for the bare basics and figure out your luggage situation before you book.
