The Aussie film THE GODS MUST BE CRAZy and its sequel are two of the funniest movies I have ever seen. Also anything done by Mel Brooks.

Dumber and Dumber yes.
Also his Me, myself and Irene (I think that's what it was called)

Dodge Ball ( I still crack up when the guy throws the wrench at them)
Starsky and Hutch

Any of Jean-Pierre Jeunet's movie (they're French and absolutely fall off the couch funny)
Delicatessen
Amelie (the opening scene had me on this one, a piano falls on her mother's head.)
Mimics
There are lots of very, very funny French movies if want don't mind subtitles.
(you can find the above on netflix) By the way the French are excellent at comedies and horror but drama is just alright, sometimes great but they are too long for me.

Tucker & Dale vs. Evil (this one is a spoof on horror movies)
Oh, there's so many funny movies I can't think of them off the top of head.
Tommy Boy, someone already mentioned that one too.
Animated movies that had me in stitches were:
Shrek (all of them)
Over the Hedge (Captain Kirk plays an adorable oppossum)
Open Season 1 & 2 (didn't care for 3) Especially loved the dogs in it and the scraggly cat with the odd voice.

Borat.

That was a "you'll love it or hate it" movie. I went with three friends, one of whom found it so offensive he walked out and waited for the rest of us in the lobby. (The naked hotel scene.)

I honestly don't think I have laughed so hard at a movie in my entire life. I saw it twice.

Ted-The scene with Flash Gordon going bananas at the party was hilarious. Also the dialogue between Ted and the store manager.
