Movie Title ?????? (buy, setting, review, Detroit)

Late / Mid 1980--1990 ish ... Racking my brain trying to remember the title of this movie... Setting.... Veterans Hospital ~ Buffalo ~ Detroit~ Cincinnati ~ ???
A Veteran played buy ????? just gets fed up with the BS... leaves PO... comes back with his car threw the main lobby... pulls out his AR15 and Lock & Load time... followed by the other Vets... played by ???? eventually most of the staff at the VA Hospital join in with this "Lock Down" ...
Does any one remeber this movie....

I've seen Article 99. Sound like the beginning of the movie. (By the way - it has a great cast!)
