Critically, yes. By definition, the same basic premise is being rehashed to the point where the bottom of the idea barrel is being scraped.
Box office, no. People are willing to belly-up to a known quantity. I would guess that most third installments make a nice profit. In fact, if a studio wants to it can pretty much mail it in on a 'part three' and still make money. Every Rocky film has made profits ranging from large to gargantuan. The Bond films all make a killing and they're just the same outline with minor variations but nothing new to say.
*To those saying "Not necessarily!", you might want to familiarize yourselves with the definition of 'usually'. Hint - it means there are exceptions to the general trend.

Rocky V? You call that decent? I mean, I'm something of a sucker for Rocky IV, which really wasn't all that great a movie, but.. It was a good movie for its time. Doesn't hold up all that great watching it now vs then, but.

I agree but not all series or trilogies. But I think that's why sequels are doomed because of the urge to make a the story longer that sometime it become less interesting and weird.

Interesting insight into the common phenomenon of a sequel that seems to lack direction and purpose compared to the original.
Fair to say that a sequel to a successful original will employ a larger "steering committee" in advisory capacities. That has a tendency to offer up a colorless blandness.
All of the greatest car designs were done by one person with a distinct vision and a lot of freedom. As a result we got many cool and original designs that were a hallmark of the 50's and 60's. By comparison, todays automobile is designed by committee. As a result, many of them look roughly the same with these color choices:
Base I
Base II
Base III
Base IV
Base V
Even the actors have become more colorless and bland. The distinctive personalties and rugged individualism has suffered from the pressure of political correctness etc. Remembering characters like Humphrey Bogart, Robert Mitchum, James Cagney, Burt Lancaster, Gary Cooper, Kirk Douglas, Clark Gable, Clint Eastwood, James Stewart, Gregory Peck, John Wayne, Charlton Heston, Lee Van Cleef, and James Arness.
