Houston music wouldn't be what it is without Short, and he had a spot in the hip-hop honors along with Slick Rick,De La and more, but,I guess your right .

His lyrics are so elementary, it sounds like some **** I'd make I'll give him The Ghetto though.

Haha well I totally disagree but I respect your opinion. I agree his lyrics are elementary, but his lyrics aren't really what drives his music. Its his beats, his flow, his voice/delivery, and his overall style. I love his music, but his lyrics are completely mundane.
If you're into lyricists, then he definitely is not for you. Conversely, a lot of good lyricists have watered down beats IMO. The whole package isn't always there. I enjoy a good lyricist, but to me that's really secondary. If I want to hear some deep words I'll read a poem or a book. I'm not into tricky word play alone without a good sound. Not knockin anyone who does prefer lyricism above all else, but when I listen to music I don't always feel like thinking or being taught (like KRS One). Or someone just rhyming a bunch of words that don't even make sense in a sentence (like Canibus).
I'm just into the overall music, and to me his music sounds good. Same goes with Bone Thugs. I'm cool with simple or non-profound lyrics as long as they make it sound good. What I loved about Pac was that he had both.
