You have two cul-de-sacs on the map you posted. Are they two different developments? If it is the same development, it would have made more sense to connect the dead end street to the cul-de-sac and eliminated that cul-de-sac. If it's two different developments, I think the dead end street is just there to get to the last two houses.

As I have a conservation easement behind my home that realistically isn't easily built on, I wanted to see how easy it was to get documentation from my builder.

I sent an e-mail and within a few hours got a copy of the conservation easement document and the map. It's zoned PUD Preserve through the local water management district which won't be trivial to change. It's an odd-shaped parcel not a plain square like OP's but it was helpful for the builder to send it so quickly.

I recommend that OP contacts their builder and asks for the same.
