Interesting discussion about HOAs. Having bought into a new community the HOA was recently taken over from the builder, so there was a reasonable chance to elect a more "human" board. While I do applaud some rules (no broken down vehicles, no RVs parked, etc) regulating some potted plants seems a bit over the top.

Our community doesn't allow street parking overnight, but guests are free to park in the driveway. Other rules seem to be common sense for the most part, and the board isn't interested in power trips. Governing with a light touch yields happy neighbors and a sense of community.

The one thing I don't like in general about HOAs is when a few people in power decide to spend the fund on "frills" just to spend, and then hit everyone with special assessments. One advantage of a new community is that everything still looks new. Ask me again in 5years though...

Most HOA'S have in their covenants rules governing the expenditure of funds. For exp, in order to spend more than $5k on the common elements, a board vote or HOA vote would need to be undertaken. This helps ensure funds are not spent on pet projects. Also your board should be open and forthcoming as to projects being undertaken outside of normal care and maintenance.
