Cover the out of state car in that state.
For a while I had a car in another state with a Florida DL and residency. I was required by my ins co to insure the car where it's kept.

I just bought a 2019 Equinox in Jersey. My trade-in Equinox had FL tags. I am a Florida resident. The dealership googled the sales tax in Collier County (7%) and charged me that. The 2019 Equinox currently has non-resident temp tags which will be replaced with my current tag once the registration comes through. No problem...... (this is the second car I have bought in NJ with FL tags).

In states like CA and MA, they don't care if you are a non-resident -- if you operate or control a vehicle for more than 30 days (MA) or 20 days (CA) in their state in a given year, you must register that vehicle in their state, too.
If you are also required to register it in your home state, this is called 'dual registration'. (This has nothing to do with driver's license registration, just vehicle registration.)

Note that in Massachusetts the vehicle or trailer does not have to even be in the state for 30 contiguous days -- it is 30 days total in a given year.

Both states have hotlines and web sites to report cheaters.

My parents are snowbirds on the Cape and apparently this law is not enforced there much if at all. It is enforced in CA quite aggressively, however.

This information is readily available on the Massachusetts and CA DMV web sites.

I know The Peoples Republic of California will actually try to prove you have residency for tax purposes will spend money to interview others to catch ‘tax Cheats’ as they see it.
