The Bellevue area is very safe. I would NOT recommend 2nd Avenue and Church and I would NOT recommend Germantown. The villages at Hillsboro would be very ideal if in your budget. It is walking distance to Vanderbilt and pretty much everything...and it is gated. Many Vanderbilt students live there and really enjoy it. Good Luck!!
