If a typical baleen comb has "teeth" 1/4" apart, how do fish like herring get through?

They don't. Baleen whales eat small schooling fish including sandlance, herring and capelin as well as krill.

Baleen whales open their mouths to swallow their prey in the water, and close their mouths expelling the water through they teeth. They then eat what is trapped in their mouth.
